Not really. Being THAT "on model" is really hard to do with a level of consistancy that makes it easy for people to layer on heads with barely any differences. That's why cartoons (the only thing where being THAT on model should matter) have artists whose job it is to edit the work of several animators together to make them all uniform.

No, he got lazier. In 2015, you can see he clearly draws each face by hand, so they're more expressive. However, faces look worse and slightly uglier.

In 2017, faces are copypasted, which is why they look bland - style has technically improved and faces are more appealing, BUT! THey are less expressive due to copypaste, so they lookw worse.

First, most of these 'crazy' Adam Ellis drawings are OLD. He used to put more effort in his drawings, but I don't think he drew anything fully original in a year or so.
Second, Calvin and Hobbes is mostly about dialogue - generally, joke, message and punchline boil down to "two people are talking". There isn't much need for crazy poses, and there is only so many ways you can draw someone with open mouth. The problem B^U was that it was only noticable because dialogue was boring and couldn't carry the strip - so you noticed bad art more flagrantly.
This isn't true of Adam Ellis' comics, which are TRYING to have visual jokes, but still has boring style - that's unacceptable.
If focus is on dialogue, dialogue needs to be good. If focus is on visual jokes, ART NEEDS TO BE GOOD. And it isn't.

Three, trying to comb a super long-running strip for samefaces yielded exactly SIX pictures. All the others are not samefaces - they're at different angles, in some the mouth is a P and in some a triangle, eyes and tongue look different in each one.

Not only the comic itself was bad (I was on /mlp/ back then and I still remember the shitstorm) and was anything but an actual holiday special, but it also had multiple takes of laziness from the artist, such as the same panel copypasted twice in the same page, a panel where a character's pose was copypasted from another issue's cover and the fact that, to represent online profile pictures (long story, it's a cyberbullyism special issue), he literally pasted either panels from the Equestria Girls he did the year before or even CARTOON FRAMES into the picture. Also the variant cover for the issue was the exact same as the cover from the last year comic only replacing a character, adding snow in the background and scarves around the characters' necks. Seriously.
