It was a halfhearted "Anything's possible" from the people in charge, in response to a suggestion by people who didn't even want it that much, they just had never read a comic, and couldn't comprehend that Marvel might have better female characters to focus on. Now Scarlet Witch has been introduced, Wasp has been teased for a sequel, and Captain Marvel has had hype engine attempt, with some success, to get people excited for the movie. This leaves Widow having gone from "When's the Black Widow movie?" to "Oh yeah, she's still here too."

Maybe if they didn't turn Widow into some American CIA agent. She was way hotter as the Russian Spy type.
