How come mature action/sci-fi animation never caught on in the west as much as in Japan?
The only action cartoons that get made are for kids.

Because Japan has a shitty film industry.
Because Japan in general is more into technology / sci-fi / futurism because they had to rebuild their society and economy from scratch after WWII.

Because 1. Murica thinks animation is kids stuff and 2. Murica doesn't like spending money, so any adult animations are almost always comedies.

I wonder how different Batman TAS would've been if it aired during primetime instead of Saturday morning or whenever kids watched cartoons.

Robin's parents would have died on-screen.
They tried with this and it flopped.
Well animation itself always had a bad rep in America. Back in the... 80s, I think, most cartoons were made for the sole purpose of selling toys to children due to it being cheap and shit like that. With that mindset stuck on people's minds for generations, big wig corporations don't care about silly kids cartoons, while also Disney just being the king and everyone caring about that and nothing else by some other company. Take this info with a grain of salt because I could be way off.

Japan also makes shit to sell toys yet they didn't get stuck with the mentality that animation = kids.
we will have our day in the sun. Maybe someday when Adult Swim is its own Channel.
Netflix is getting us closer. The box office is getting us closer. We just need a breaking bad or game of thrones level hit, and we are set.

MTV stopped trying and they were the only ones around.

I kinda want to watch Castlevania but the anime-wannabe style turns me off.

I like the potential serious adult animation it represents more than I like it. I liked it all right though.
