They say it changes nothing because Donny says so literally one page later. Tony is not the devil incarnate but he's made many stupid decisions and continues making them. Hell, he hasn't even attempted to apologize to Annie for any of this. No "I'm sorry I almost killed you, this is why", no "I'm trying to do what's best for you because the Court wants you gone" and certainly no "Sorry for years of neglect". Not even a single apology.

So yeah, Tony, even though we can empathize with him still shouldn't be forgiven for anything he did. Even Tony himself acknowledges that he made mistakes, but isn't able to change. The only thing he deserves right now is pity.

Being unable to communicate with people is a major part of his character. He can't apologise to Annie like he couldn't make the first move with Brinnie. Donald also says this was the only way he knows to show Annie that side of him.

And the fact that Annie is free to go to the forest again and returned Rey shows that he's able to change. The man just got back home to find the Court letting her daughter mess with a lot of dangerous entities and wanted to put a stop to it until he was sure she's safe. Tony went toe to toe with Coyote about it.
