Did you not see the trailer? Steppenwolf explicitly says that Earth has no Lanterns currently. That means Abin Sur is currently dead but Hal has yet to reveal himself.

With everything we've heard about GLC, i.e. it being Hal and John, I seriously doubt they're going to make Hal a rookie. John maybe, but not both of them. I'm sure Hal is in-play already at this point, he's just off-planet. Why? Who knows.
