2 Given that it was a frantic, emotional moment, saying "I love you" slowly gives the statement more impact.

I wonder what a normal conversation would be like between two of those people. Given that most (probably not 100%) of their communication is by reading, they should be good speed readers.

If your entire race was reading to live and survive, you'd be pretty damn good at it.
In normal English conversation, there are so many little inflections and shortcuts to make speech quick and efficient. Written speech could easily have shorthand symbols to make conversation flow.

Its also possible that due to the stressful situation it made it harder to focus their thoughts.
I can talk a mile a minute if I'm at home, not so much if I'm going down a rocky path on my mountain bike.
