That painting probably took 40+ hours - for just the painting part. It's fairly large (71x91 in) so it could easily have taken longer, and there was probably a number of preliminary sketches and color studies and such.
But let's just say 40 hours, because that's a work week.

There are plenty of skilled artists, both in comics and outside. If you head over to Art Renewal Center, you can see a lot of artists painting like this.
You won't generally see it in comics because it takes longer.
