Wild wasteland is fun but kind of a wasted trait in my opinion.
I'd go with fast shot (single shot weapons have negligible spread already and the 20% faster fire rate makes up for most revolvers/lever guns slow fire rate) and built to destroy if you're using lucky (if not, anything of your choice really)

3 str (you will never need anything more for any character, the implant + reinforced spine from Old World Blues will give you +6, more than enough for most cowboy themed guns and knives)
5 Per (eventually bumped up with an implant so you can get better criticals)
4 end (gives you 4 implant options)
6 cha (you could probably take away a few points from this and put them somewhere else if you wanted but the bonus companion damage is nice)
7 int (again, just for stat points, if you have all the DLC's it really doesn't matter since you'll max out everything anyway by level 50)
Agility 6 (lot of good perks)
Luck 9 (bump up with implant, the critical son)

With lucky you're gonna be dealing about 30 regular damage, if you take cowboy the bumps up to 37.5, if you take reloader and break down all your .357 magnum and make .357 jhp that's 45 damage a shot (plus a lower spread and -3 DT rating for no addition condition wear), if you score a regular critical that's 75 damage (90 with better criticals).

You're pumping out 90 damage for a critical with a handgun, that's ridiculous, and considering 10 lucky (10%), finesse perk (5%), built to destroy (3%), vats (6%), and the 2.5x multiplyer on lucky, you have a 60% chance to score a critical.

That's pretty good for a pistol only build, for reference the anti material rifle does 110 regular damage

Percussion caps, revolvers were invented before cartridges were a common thing, so you loaded them much like an old single shot pistol.

Pour some powder down the chamber, put in a wad and ball, press it down with that lever at the bottom, put a cap on the nipple, rinse and repeat with five out of six chambers (so you can have the hammer resting on an empty chamber when not firing to prevent accidental discharge)

To be fair he's kinda useless in the show too (though if you're using built to destroy his perk is a nice counter to the durability loss), Cass is personally my favourite companion thanks to whiskey rose and her built in shotgun surgeon perk, she's a powerhouse with the hunting shotgun or riot shotgun.

If you're using light armour for the whole run don't forget to pick up the light touch perk, 5% more crit chance.

Bloodnap is a pretty good melee weapon on a crit build since it has a boosted crit damage, but if you take the grunt perk Chance's Knife outpreforms it IMO.

Medicine Stick is one of the best rifles in the game for a cowboy build, with the right perks it basically does as much damage as the AMR with a much faster fire rate, better ammo count, and cheaper ammo.

For a Calamity Jane RP build? Not really, chance's knife is good early game if you're willing to take on some Cazadors, Le Lounge Carbine and the Trail Carbine might be good to look into if you want a scoped gun.

No handgun will really out preform Lucky on a pure crit build, A Light Shining In Darkness is in my opinion the best in the game but it doesn't really work with a cowboy build.

Lever shotgun isn't bad early game, only shotgun in the game that benefits from cowboy too.
