I'm pretty sure Jim Gordon would agree and everybody in Gotham, just create a high tech mega secure prison ( ex under wayne manor, or anywhere where it's 100 % safe ).I know i'm reaching here and it's comics but feels like nobody would judge Batman if he would imprison at least the top criminals like Joker-Bane-Poison Ivy etc, just the top ones at least...

There already is multiple hightech prisons in the comics. The point is that the prison is meant to be broken out of or Batman would run out of things to do.

This is funny because his rogues and Arkham's staff were briefly relocated to Wayne Manor about a year or two ago, Happened around the same time Gotham Academy started and Mark Doyle became the head editor for the Bat-books.

Then Batman should get hired by the Government and crate a normal prison and as a fake cover up and under-it or something like that create a mega safe and secure one so nobody can exit...people who cannot be re-introduced back into society ( like Joker for ex ) should get judged by the likes of Batman and Justice League in my opinion...
