If you look at all of the experiments that Jumba made you can clearly see from 621 and beyond it's all very "stitch-like". which makes sense, clearly he liked the design and considers it to be the best way to make an evil killing machine.
But in the anime the villain "cyber" is supposed to be the first experiment Jumba ever made. And he's a dead ringer for Stitch. But that's bullshit, if he got it right the first time why would he ever bother will all that other bullshit.

Those crossover episodes weren't mandated by Disney, so the staff were free to pick whichever shows they wanted. Recess made it in because a lot of the Lilo and Stitch staff had previously worked on it at some point or another, so they had a certain fondness for it. I'm not certain about the other three, but I assume the teams behind the shows worked in close enough proximity to know each other, so they figured it would be fun to work together on something.
I remember the show's staff talking about the crossover a bit back on TVtome. They made it clear that the whole thing was put together because they wanted to do it. They were amazed Disney actually okayed it.
