Loki used the scepter on Selvig before Tony even appeared in the movie

I'm still amused at how Howard Stark shat on and deported Vanko to Commie Russia after he helped him, and it's all passed at righteous because he was "only in it for the money", while the other went on to create a multi-million weapons manufacturing company.

Bullshit. Killian would've gone on his plans regardless of how Stark treated him. He probably would stil be nerdy and scrawny because the extremis would never have been developed to where it got without Tony's input. But AIM was totally still going to be tech Hydra.

How could he have know or prevented Zemo from masquerading as a fugitive and causing a terrorist attack? Likewise, Howard is not at fault for Red Skull's actions or HYDRA's. He did everything on his own and it was the government that brought Armin Zola in causing SHIELD's corruption.
Here is a better argument you could have made: Tony is indirectly's responsible for the death of Zemo's family since Sokovia fell right over their heads.
