While it is true that Marvel has guidelines, there are several writers on their monthly titles who publicly wear their political and social viewpoints on their sleeves, and it's really obvious in a lot of their writing.

Rogue is one of the most popular X-Men characters. Easily top ten in terms of popularity, and arguably the most popular X-girl with the only true contender for that title being Storm (Nobody fucking likes Jean anymore.)

Marvel would kill her off like they did Wolverine before they made her evil.
I think they learned their lesson after ruining Scott that a lot of the X-Men are still beloved characters, and it's safer to just stop using them and confine them to their own books than it is to make them villainous "Literally Hitler" out of spite.

And turning a beloved character like Rogue into a super villain just so Carol Danvers can beat the shit out of her is going to make the already vilified character of Captain Marvel all the more hated.
