Because he's a shitty, boring character and there are other characters related to Spider-Man who deserve a movie more.

Could not be far enough into the future. They will definitely rush it out before Peter has even faced three or four big bads, and will ruin the dynamic that Miles and Peter have. Miles is supposed to look up to the legendary Spider-Man (who's been through some shit), and feel like he has massive shoes to fill. They can't do that in 2-3 movies between Spidey's introduction and then Miles'.
