The left side is an example when a movie tries to give everyone a character arc.
The right side is when they get too few people an arc.
Between those two evils, which do you prefer?

Po definitely had an arc with him learning how to be a teacher. It just wasn't as interesting as the first two movies because the whole Panda Town was non-stop fat jokes and nothing more.
