Some are, yeah. I was in Akihabara on vacation around 4 months ago and there was a section in a lot of the book stores and manga stores for American comics and other foreign (for the Japanese) printed material. Interestingly enough there was also a small section in one store for American comics in English.

The selection wasn't as large as it would be in a typical Comic shop, and a lot of it was trade paperbacks or other collections, though there were some current issues in the non-translated section.
