Trying to catch roadrunner is like trying to beat Saitama in a fist fight. Can't be done when plot armor is a thing.

The roadrunner isn't necessarily the fastest thing in the universe, the Flash could beat the Roadrunner in any and every race. But he can't CATCH the roadrunner because the world doesn't work like that.

Looking back over the rules it's less about what the Roadrunner can or cannot do, but what happens with Wile E. Coyotes. I'll revise my answer.

Toon Force is an implicit assumption in this conversation. No one here is even pretending that we are applying DCU rules to cartoon characters, the powers of cartoon characters are so reality warping that even if Roadrunner was moved the DCU we assume it's still Toon World rules. As such, Flash could only catch the bastard on accident (hubris powers the bird) and Roadrunner is free at the end of the story.

The fucker is less a character and more a force of nature. You can't stop a force of nature.

How would Wally's speed thief powers work against Toon Force? Because they're pretty funny when used against regular villains.
