Because the Lego movie was for Lego as a whole which licenses may IPs while Lego Batman is specifically for Batman which is specifically a WB IP.
Don't know about the rest, but Nick pulled the Lego license for TMNT and there's probably a mess of licensing that needs to go through to Disney for Star Wars.
