I'm drawing something cute and wondering what makes a likable little girl character?

Large eyes, or at least large eyes relative to the character herself.
Round facial features. A child's chin isn't very well defined since there's still baby fat and they aren't done growing. Same thing with cheeks.
If they're smiling, for God's sake don't do the stupid fat cheek thing, like with Mandy there. I don't know where it started but it's retarded. You can still emphasize the cheek in a smile like how this smiley is doing it. Note the cheeks under the eyes too; a genuine smile raises the cheeks.
Try short hair. Long hair is fine of course, though it sorta doesn't make sense with kids, but screw it you're an artist you can do whatever. But do try shorter hair first before settling with long hair.
Don't go too skinny with the body. A child will already be small comparatively, and making them thin in relation to their heads will make them look like a stick compared to adults. Try to find a balance.

he can totally do long hair for a classic or retro look which are much more feminine that the contemporary. Lots of little girls in cartoons look like straight from the 50's & 60's

big eyes and a constant smile with a lot of optimism, but not so much optimism it gets annoying. that classic naivety is a good choice too. make her into girly interests, but not afraid to get her hands dirty either to make her relatable to a wider audience.
