I think he's kind of a mix of primarily Starman but also Green Lantern.
Remember how in Wanted that Millar brought forth the theory that comics were basically people trying hard to remember the heroes but weren't fully getting it? Sort of like how Mike Moran was trying hard to remember his magic word? And that the supervillains don't do anything about it because not as many people read comics?
So the implication for the Wanted Universe is Joe Simon remembered the name "Blue Bolt" but not the character. Jack Burnley and the DC editors unwittingly were trying to remember the actual Blue Bolt but got the design wrong and ended up with Starman. Same with Bill Finger and Martin Nodell with Green Lantern Alan Scott. And you could imagine that 90's Starman was James Robinson trying to remember but was conflating Blue Bolt, Skyfox, and Hutch, and New 52 Earth 2 Alan Scott was Robinson starting to remember that Blue Bolt was gay.

You also should take into account that the Jupiter's Saga is itself not a perfect duplicate of the original Wanted universe.
That version had Solomon Seltzer, and this had someone completely different who ended up reformed. I take this as the primary reason why the same events didn't happen. Seltzer had the idea to begin with, and without him Skyfox (a nominal hero even when a villain) took the charge of the supervillains.

Actually this brings up a good point, has Millar ever confirmed that Parallel-2 from Wanted is the Jupiter's Legacy universe? Cause it would make sense if it was (and would fit in with the idea that Wanted is a sort of Earth-1 and Jupiter's Legacy is a sort of Earth-2). Wesley described Parallel-2's America as "An America identical to ours in every respect except two decades older and still crawling with these gaudy-looking superfucks" while Seltzer said "the superheroes have had twenty more years to breed on Parallel-2". But Seltzer did say there was a team-up between the villains of two worlds so parallel Earths might be public knowledge back when superheroes were around, and they might know of Blue Bolt from the Jupiter's Legacy universe.
On the other hand the team on Parallel-2 is called the Liberty Union.

It was a good read but one thing that really bugs me and bitters the whole thing is everyone turning against the Utopian. It didn't make sense. They should have made it more explicit that the bad dude was mind controlling all the other heros.
