I do not think Johns made Hal generic. Though I agree with your comment on Booster Gold. He needs to be an asshole who cares about his fame and fortune but ends up doing nice shit as well. Otherwise it is not what makes Booster Gold so interesting.

On one hand, I have no idea who'd write it. Barring Denny O'Neil coming back from retirement, I can't really think of any active DC writer who'd be willing and able to do her justice.
But on the other, she's been a character for over forty years and she doesn't have even a one-shot to her name. There's no awesome, easy to find, character defining mini to give to people, both fans and writers, when they ask what's her deal.
