Ludo is a manchild (and probably barely an adult in the first place) who was ignored/abused by his family in favor of his older siblings. He was never taught and never bothered to learn about his family history, so he wouldn't know Toffee despite his clan coming into conflict with Toffee's clan in the past. The last Mewman-Monster war happened a generation ago, probably around 20 years but no more than 30. Ludo was almost definitely born afterward, or was too young to remember anything either way.
Buff Frog is competent but not educated. He was just a mercenary looking to make a living, working for Ludo in exchange for food and shelter, like the rest of his goons. And probably not old enough to remember much about the war.

Monsters don't have a functioning society anymore. They probably had built one up (we see other monsters nobles in the new trailer), but after the last Mewman-Monster war the Avarius clan (Ludo's family) is the last one standing.
No matter how close they had been to some kind of peace treaty before, after Toffee killed their Queen the Mewmans would have struck back with a vengeance. After Moon defeated Toffee, monster society would have been razed to the ground and the survivors driven into the wilderness with their land burned behind them, just like the Great Monster Massacre. Moon may not be a bigot (now) but she had hate in her heart for Toffee and would have wanted to settle the issue once and for all.

To make a long story short, there are few monsters left to teach monsters, and Mewni certainly isn't glorifying him.

I think the Moon transformation was supposed to be more impressive the first time, like more mysterious, so that the second time it happens it's more of an "it's that thing she does" moment. Or something. They did a similar effect with the first shot of Star's Mewberty form.

Which maybe just raises the question if they should've just saved the reveal of Moon going Butterfly for the finale instead, but I guess they wanted to answer the question of what purpose Star's wings would have early that season.

In general though I think the animation tends to look okay in motion if you're just watching it normally, but then when you go back a second time or see it out of context it can sometimes look really bad. Sometimes maybe not even the animation but the drawing itself.
