He does have a motive for why he hates aquaman, it's just that it got retconned so many times fans tried to damage control it by going "LOL THERE IS NO REASON!!!" There are plenty of ruthless villains.

Manta's problem is that ruthlessness is literally all he has. There's no character beneath it.

I think he's a good villain but I still have no idea what his powers are. Good at fighting and laser helmet, but somehow generally beats Arthur, or at least comes close to it.

I think he's getting a bit out of control and a borderline Joker Asspulls with regards to his plots and escapes.

But at his core he's a very good villain IMO, though not Luthor tier.

He's really most comparable to Lex Luthor. He isn't a guy with powers but he's just so single minded that he comes up with the most effective plan, though add in being an expert at underwater combat, being able to get a bunch of goons to work for him.

Though unlike Lex there's nothing really limits or anything stopping him from going too far, as well as any redeeming qualities to perhaps make him a hero like Lex ended up as.

Saying that Manta is a bad villain because he's simplistic, or worse implying that the quality of a villain in a work is directly related to them being sympathetic, complex, or worse that a good villain is always morally grey or even ambiguously good, does a huge disservice to humanity's capacity for evil. Soldiers have raped the women of the enemies they killed, then put bullets in the back of their heads or in their pregnant torsos. People take vengeance on others for petty poorly justified feuds or slights. It is pathetic and naive to suggest that "good" and "realistic" villains be sympathetic or have complex motives or ambiguous morals etc. To do so is to refuse to acknowledge that genuine hate and evil exist in reality.
