This gimmick is just outdated now. Mundane opponents he'll drop like flies, meta opponents aren't spooked by a man in a bat-costume.
If anything, the question you pose, Scarecrow would be *more* like classical batman now than batman himself. He knows he would get a beatdown from a gang of thugs if he jumped right into the fray, so he first terrifies them to make them nervous, make them mess up, then he picks them off one by one.

Well, it's less the costume and more the identity he adopts.
Like, I'm not afraid of a police uniform as something scary, but rather because if I see one walking up behind me in my rear-view, I know what that implies. Batman adopted a symbolic appearance and acted in ways to make people afraid of him showing up.
