Most likely a genuinely shitty human being, a criminal junkie scumbag, for Pearl to be oblivious of the obvious signs of being a junkie and apologetic/excusing of her general shittiness. The show has a rule that ever minor character must appear in two episodes. There are also a couple others, like not being able to break from Steven's POV, Garnet and Pearl not being allowed to eat on-screen (Amethyst and Bismuth can, though), and a few other strange ones that I can't remember right now.
