Anyone here think that Batman Beyond could've had a better rogues gallery? Blight was really the only good recurring villain. Shreik and Spellbinder had neat designs and gimmicks, but lacked personality.

The real problem with most of Batman Beyond's villains is that it was their very first iteration. Think about Batman's regular rogues gallery, a lot of those characters were not good the first time they showed up. It took a lot of different people handling the characters over time and messing with their back stories over and over before the definitive version of them formed. Like take a guy like Mr. Freeze for example, he was basically a guy with an ice gimmick when he first showed up. But over time he's become a very beloved villain and somewhat of a fan favorite even because of how they adjusted his back story over the years.

There's a lot of potential in Batman Beyond's villains to be the same thing, but a lot of them need more of an actual story than just being villain of the week.

With Batman Beyond, Bruce and Dini wanted Terry to be an adult male character. However, they were told to make him younger for the kids to relate. All they did was take their original ideas and put it in a high school setting, basically.

It weren't a fuck you to the networks because they worked their way around it and didn't complain all too much to try to fuck with whoever. At the time, they found that it worked out making Terry a teenager because they could implant the thematics better i.e., effects on drugs/drugs are bad, dealing with relationship, family and the lose of a love one to children better that way without getting preachy. The episode where Terry had to take care of an egg actually won a few awards for being one of the best episodes.

They talk about it on the DVD commentary. Although, they did try to fight for minor shit, like one episode Terry was thrown through glass and the glass shattered in a realistic way with him getting minor cuts and bleedding and they were told "not to animate the glass that way."

Biggest problem with Beyond is that Terry didn't have a true arch nemesis like Batman did with the Joker

It doesn't even have to be the same "order vs chaos" bollocks, and for gods sake it doesn't need to be a joker rip off.

Actually, Maxine Gibson WAS mandated to be put into the show. The reason season 2 of Beyond lags so far behind the first is because the honchos in charge of controlling the cartoons realized what Timm and Dini were doing, and they scrutinized the series even harder for it. The general consensus is that the first season is pretty fantastic, while the second one is mediocre at best.

He doesn't make it his modus operandi to kill but he doesn't go out of his way to save a lot of them and usually let them fall off cliffs or kill themselves accidentally or let them blow up after he destroys their doomsday plan.

A lot of the bad ends are the rogues being hoisted by their own petard or is a consequence of being the only way to stop them.

Hell, in episode 1 when he's about to get beaten up, he still throws the gun away.
