Not quite. Chris filed a copyright -registration-, not an actual copyright. All a registration does is officially mark the date that a given work was created and the name of the creator for use in copyright infringement lawsuits. Copyright, at least in the US, is granted automatically when an original work is created. Chris is also a moron and declared Sonichu as a "work for hire," meaning it's something created for someone else who would be the actual rights holder.
What Chris doesn't have is a trademark, which would give him exclusive rights to the name Sonichu. Sonichu is a blatant example of a derivative work though (i.e. fanfiction) and Nintendo and Sega would easily tear him to shreds in court if they cared enough to go after him.
