Everything good about this issue is ruined by Spencer wanting to pretend AI Ghost Tony is the real Tony. It doesn't make any fucking sense. It's like he wrote SE months in advance before hearing about what Bendis was going to do to Tony in CWII and didn't bother changing it.
If that's the case then Hawkeye could have filled in Tony's role in this story.

I don't see how it was filler. The plot of Secret Empire is basically a fight over the cosmic cube fragments. This issue resolved two of the fragments. Pymtron's and Namor's. Now it's just Xorn's, T'Challa's, and Sauron's barring any unrevealed fragments.
It was also the first instance of the Hydra Avengers coming into conflict with the Underground Avengers.

Spencer had been planning a Pym vs. O'Grady vs. Lang arc for his Ant-man run. When his Ant-man run got cancelled, he probably just decided to recycle some of those ideas into this issue hence Black Ant, Pymtron and Lang's inclusions.

i nearly said something very stupid and suggest the editor ought to have reined spencer in, and told him to drop the leftover ANTS story and focus on keeping the main even tight.
