Nah, I've heard that before and I get the idea that Cobra Commander himself is just a megalomaniac who got rich through white collar crime and desires political power, but where does the endless army of American mooks come from? Last time I check Cobra doesn't seem to be religiously motivated and I don't think they're nazis, so what's the draw that convinces such huge amounts of Americans to launch suicide attacks on the us army on us soil? Are they socialists? Do they have an agenda they want to impose on the country. In all the GI Joe cartoons I've seen it seems like all the cobra agents are white or a ninja, so they're clearly not muslims.

People who slipped through the cracks, basically. Coal mining company shuts down, putting entire communities out of business, housing bubble crashes and thousands are left without a home, low income neighborhood gets gentrified and all the poor people have to live somewhere. And out comes Cobra Commander, who offers you room and board and only asks your loyalty in return.
It's not entirely unlike how extremist groups like ISIS or Al Qaeda recruit people. Find desperate losers, tell them it isn't their fault, give them someone to blame and hate and sic them on them. They'll go to their deaths and thank you for the opportunity on the way out.
