Fox did it on purpose.

Here's the thing: Dreamworks had a distributor deal with Fox for many years, but when the contract ran out, DW signed up with Universal instead. Captain Underpants is Fox's last Dreamworks release. If it succeeded, Universal would get to distribute all the sequels, and the distributor gets a big chunk of the movie's profits. So if Captain Underpants had done well, Fox would basically be handing a multi-film franchise to their competitor.

So instead, they tanked it by releasing it next to another major superhero movie which had much more hype.
