The cities in DC change location all the time. Young Justice had Gotham in Connecticut, in the Smallville show you could see Metropolis from Smallville, and the Flash show moved Central City from the midwest to Washington.

It's basically LA except when it's not. The show kinda goes back and forth on it. The pilot really altered a lot of the basic geography and the overall skyline. But as the budget decreased over time they just kinda threw unaltered LA up there. But when they moved production up to Vancouver you now have a bunch shots that make locations look the same as they do in Central City and Star City.

I'm rambling, but National City is definitely the West Coast of California. Whether it's supposed to be LA remains to be seen as the show wavers between which real cities exist in its universe.

It makes sense to set cape stories in that location. It provides a wide range of story telling options that you might not be able to get with some other locations. I do admit it's way too overused though
