In layman's terms it's that weird spot in the late 50s to early 60s where people thought bright polka dots were fashionable and rode mopeds and scooters and listened to freform jazz. It's s direct contrast to the hard Rock punk style that would come later.

The modifyers and we happy fee use the same sort of style.
