When is it okay to have a character actually become a character,

When is it okay to give hints of a character growing to be an actual character, then dumping them entirely and promoting literally everyone else for the sake of pandering?

It depends on the show. If it's a show with little or no story arcs, then that is fine. If it is a story heavy show like gravity falls, then that sucks.

Why is it okay to have a very likeable love interest be only in one episode and then have take the backseat as a background character in barely anymore episode?

I don't think that's the reason, I think it's just the direction they wanted to go with the show. It's bullshit, but making cartoons is hard. There's never enough time or any clear idea of what to do next.
