Not really. All territories of the Earth Kingdom owed fealty to the Earth King. Elsewise the entire continent wouldn't be called the Earth Kingdom.

This only changed during the rise the United Republic, when the Fire Nation colonies were changed into a recognized nation, which even then for decades was ruled by the other civilizations before becoming independent.

And then of course there was Zaofu, which was it's own autonomous commune.
