I'm pretty sure being a god and all if he wanted to peep ya he didn't really need to use a disguise. They just sort of magically knew what mortals were up to.
Also to be fair it's pretty grey as to what these women's say was in all this.
I mean it's not so much that they're into Swans and bulls and shit but Zeus was pretty hot regardless. Also Gods occasionally just mind controlled people. And really he could just take it.
