Loeg was actually pretty dumb,didn't realize this until reading through recently.
V for vendetta actually has subversive and important discussions in it on the nature of anarchism, how it's been forgotten do to newspeak equating it with chaos, and also how even ordinary people can get caught up in fascist governments/movements even though they might still mean well.

I'm with this Anon. V for Vendetta tops the list for me, mostly because it's creatively focused and cohesive. I think it suffers mostly because V just doesn't seem as unique or original with the huge glut of anti-authoritarian freedom fighters in comics nowadays. I still think he's a great protagonist and the book itself has a strong narrative and many, many powerful scenes. As with many of Moore's books, the artist takes it from good to great. Even in really indulgent scenes like V addressing Lady Justice, Lloyd makes it look like theater instead of schlock.
From Hell is, no question, a very good book, but it does have a quality which in the parlance of this site is best expressed as "tryhard." It's extraordinarily dense and convoluted, and I'm struck with the impression that Moore just wanted to write the exact opposite of what he saw in mainstream comics. I think the contrariness of the whole thing, from the subject matter to the presentation, doesn't do many favors for the work. Well-scripted, beautifully drawn, but it's just hard to read and I doubt I would recommend it to anyone who isn't already a hardcore Moore fan.
