i guess they used it a lot on old Donald Duck cartoons. Crazy looking people can have "crazy eyes" or small pupils, so this look is imitated in cases where the eye normally is just a black dot by drawing the circles around the pupil.
They also used the effect for hypnosis, for example in The Jungle Book when Kaa hypnotizes folk, but it's an old visual trick
