Here's the thing that people have to remember about Perlmutter that often gets forgotten or ignored. This man made his fortune in the TOY BUSINESS. Not comics, not movies, not television, toys. He's a master of merchandising, and the toy industry is very much one where a gender divide exists. Female action figures just don't sell as well as male action figures, so Perlmutter applied this mentality to how he ran Marvel Studios.

He wasn't going "you can't make a female superhero movie because no one would see it." He was going "you can't make a female superhero movie because we can't sell toys for a female superhero."

It's still a stupid mentality to have of course, but it's understandable why someone that ran a toy company in the 80s and 90s would think that.
