The series finale should include Connie and Steven walking home after the donut shop closes, then an unfamiliar, dirty, seemingly homeless man follows them. Problem was, the "magic" in gems relies on draining the lifeforce of the planet. So most other Quartz soldiers (built on dead rocks in space) had to ration that shit. Look at Peridot, she's era 2, so they really had to keep her magic to a minimum. The taps almost dry on Homeworld and likely on the colonies.

Earth though? Pink Diamond saw a chance to crank that shit up to 11. She put the max "life force" she could into Rose Quartz soldiers. Only problem is, along with the literal ability to create life/heal/biokenisis (along with everything else) she gained a connection to the life force of the planet.

So empathy for the planet itself. Which is why all the future soldiers toned down the magic. Jasper was made after the rebellion started.

It may be head canon, but I think the empathy bit here >>92950955 is pretty spot on. Rose was the only Gem we've met so far that was like "Hey, we have to protect this planet". Bismuth was against the social order. Pearl just adored Rose, and adopted her beliefs. Garnet loves Earth because it's the only place she can be.

Rose (and now Steven) were just big balls of empathy. Rose was limited because she didn't understand what human love was (and she couldn't change much herself) but Steven exists with his empathy jacked up to 1000% while also being human.

There are a number of possible reasons. Maybe he can't because he's organic, maybe he just hasn't gotten the hang of it yet, or perhaps he is too afraid to explore it since Cat Fingers. It's probably pointless to talk about why he "can't" do something before he's fully matured.

A list of his powers up to now are:
Ability to bring life to plants (Rose could supposedly control them, so it seems that power is immature)
Floating
Summoning his shield
Enhanced strength and durability
Bubbling and Gem teleporting
Healing spit/resurrecting tears
Some form of astral projection and/or body possession
There could be some I'm forgetting. The fact that Rose Quartz is supposedly a foot soldier and yet has all these powers makes me suspect something fishy.
