I've never understood why male nakedness is funny, whether it's a beefy, fat, well-toned, neutral bodied character. But female nudity is always seen as sexual and is very taboo. Back in the 1950s-ish era, male nudity was not a major taboo in America--schools and summer camp would often mandate nude male swimming in an era when teachers and other authority figures had mostly all served in WWII and Korea, and privacy in the military was almost nonexistent.

Female nudity for comparison was verboten--if a girl didn't bring her own swimsuit to school, she would be supplied with one. Never mind that no males were present and all students and teachers in the room were female as well, it was a no-no and seen as degenerate. In 1947, the Detroit public schools began allowing female students to swim nude in gym class--after a few weeks, parents complained and the policy was reversed.

The excuse given for why boys had to swim nude was that the woolen swim trunks of that time would release lint and clog the pool filters, although conventional wisdom in that generation tended to maintain that a normal man should be able to handle seeing another man's penis, if you got unnerved at it, you were probably a closet case.

By the 1970s, nude male swimming had been abolished in most schools and gyms as they became gender-integrated and because boys started to notice the double standard of why swim trunks allegedly clogged pool filters, yet the equally woolen (and full-body, thus more material) girls swimsuits didn't seem to have this problem.

Doraemon used to have a load of nudity, but that was in the 70s-80s when things were more innocent. There is a definite degree of sexuality implied there, it helps to understand that most pop culture in the 1940s was rooted in vaudeville, which did have pretty fucking raunchy stuff in it and a favorite trope involved children saying dirty things. Watch some Shirley Temple movies and they have a lot of implied implications, as much as the Hayes Code let them get away with.

I will say that when you look at modern animation (90s to present), little girl characters are a lot _less_ sexualized than in those days, for example I couldn't imagine Lisa Simpson or Angelica Pickles or something in a scene like that Little Audrey clip.

Female nudity can be funny, but it only works if the character has a chill kind of personality or is a tomboy type who wouldn't be bothered too much by it. A character like Lisa Simpson would be humiliated and embarrassed by being put in that situation, hence it wouldn't be funny.
