Honestly I'm kinda sick of Steven's thought processes in general. The point they were making is that the witnesses claim Rose Quartz popped out of nowhere and killed PD in one blow. The guards didn't see Rose coming, the Sapphires didn't see Rose coming, not even the Pearl saw Rose coming. The Diamonds can pretty effortlessly swat away other gems, so Rose somehow got into melee range without PD noticing.

This look of surprise she gives when Steven openly confesses to PD's murder implies that said confession was unexpected. She seemed genuinely astonished and somewhat confused that Rose would go ahead and admit to the crime straight away, despite both wanting her to be convicted and previous knowledge of Rose's protective disposition on the battlefield.

It's almost as if YD didn't foresee Steven confessing, despite the reasons to the contrary.
