That's what Genndy had in mind and from what the show demonstrated, I believed him. They had barely any shipping fuel and for the most part their relationship did seem sibling like. Besides, making the cover of your two in hiding character being related, you know they'll be forced to stay in a platonic relationship unless your show is adult enough to devout an entire episode to incest jokes.
