He IS a Mutant, and he tried to join the X-Men. AND the Fantastic 4. Both attempts went poorly. He wound up caught in a misunderstanding that had him taking on all of the X-Men, and with the Fantastic 4 he got into a fight with Human Torch and then learned it didn't PAY anything so opted out.
