Both are characters that they need to push for diversity reasons and no one is biting. Cyborg is selling better than Carol but they're both at cancellation numbers. When casuals come out of a movie, they go "wow that was great, now I want to get into [character]!", so they go to the comic shop and buy a bunch of trades. Panther and Strange have plenty of material to reprint, but nuCarol doesn't, so that's why they've had an ongoing series in perpetuity despite her not selling well, they need as many TPBs with her modern look and name to sell as possible.

Not to mention, much like Batman pre-1989 due to the Burton Boom and later the Animated series. Most people knew Batman, much like Wonder Woman, from their live action TV series. Something Superman had too during a time in the past on multiple occasions.

We can't look to comics for a reasoning for who should be used because all the casual fans don't read comics, will never read comics and have no interest in starting.

Like this is why the Inhumans were pushed so relentlessly for several years. They wanted the movie and were trying to keep up Feige's interest in it, and also come up with material the movie could use.

So the Carol push was partly about getting her on the radar for a movie and also about coming up with elements that a movie could use.

They're not really aiming at readers because they have almost no readers. They're aiming at the media and the movie people.

The film probably won't use much, but the MCU does take stuff from the recent comics - like Thanos's Black Order is going to be in the movies - so Marvel really is acting as an IP farm here.
