Men and Women don't just get attracted to a character or another human being based on wether they're naked or not, but moreso based on the character/person themself.

Dementia is a punky, laid back, expressive kind of woman. She sticks her tounge out, she has little fangs, her clothes are bright, she plays an axe, and her midriff shows, alongside the pupil difference. She's a liberal (not political) kind of woman, as opposed to a conservative kind of woman like Jane from Disney's Tarzan pre meeting Tarzan, with the long dress, bunched up hair, more strict-like personality, more orderly.

I think it's all about context. Having a pretty face/attractive character in and of itself isn't a bad thing, nor is it in most cases trying to push beauty and image standards onto kids purposely. This character is just drawn as a pretty princess. That character is designed to look cute and enhance the show's aesthetic. The creator wanted to design a manic pixie girl to serve as a foil for an all too-serious bad guy. That's as far as the thought process goes some times.

Stuff like red Hot Riding hood is... admittedly more of a joke for adults than kids, but it's coupled with wild takes/zany shit the kids will probably pay more attention to than the gyrating hourglass figure. Also some stuff is just relics/products of it's time when standards were different.
