I dunno, I always saw Circe as Diana's arch, being a much more direct foil. She's smarmy, selfish, capricious, misanthropic, primarily relies on spell casting, and revels in trickery and deceit.

Also, Circe's plans tend to run the long game, typically being the focus of an entire arc or even whole runs. Hell, both major events that revolved around Wondy stuff had Circe as the primary antagonist.

Lastly, the nemesis aspect is typically played up. Usually she'll have a back story with the Amazons to make things personal, or the opposing elements of the two are pointed out in the story, or in some cases she'll be the one to organize a bunch of Wonder Rogues together for an evil team up.

Cheetah is only seen as Diana's arch because of Superfriends.

Golden Age Cheetah was a bored rich society bitch who snapped, turned her Cheetah throw rug into costume and went around robbing her old friends and punching superheroes. Basically took Diana's message of empowerment in entirely the wrong direction. Post-Crisis Cheetah, the one reinvented by George Perez, is an archeologist who chanced upon an Aztec totem that turned her into a savage Were-Cheetah. She's basically been the model for every subsequent version since, she's just goes up and down on the scale of capable archeologist who happens to be a furry, to bloodthirsty barely human any more furry. Recently got a speed power boost that put her on Flash tier.

Looking back I think Golden Age Cheetah was a huge influence on the Batman Returns version Catwoman. Way more so than any actual version of Catwoman up to that date.

Cheetah hates Diana- there had been various rasons for it, but the point is that her hatred is personal. And like Joker and Lex, Cheetah is a normal human with great potential who completely squanders it and uses it for evil, to contrast their foils' outsider natures and desire to do good.

Ares is Wonder Woman's Zod- a powerful figure tied to her origins. Circe is her Brainiac- someone with personal history with her place of origin.

I have a strong belief that Boue Snowman should be treated as the first person in the DC Universe to use cold weapons. If you want to know why she was on the LoD, she was a prominent enemy during the Silver Age which is where that show took all of its stuff. Super Friends also has Giganta.

Silver Age Cheetah was nothing like modern Cheetah. She was more like Penguin, except with a zoo theme instead of birds.

Cheetah was also never her nemesis until suddenly after Infinite Crisis they started pushing her because people knew her from Super Friends, despite that never being reflected even in her solo at the time.

Who is her nemesis then? Golden Age and Silver Age it was Mars aka Ares, though you can argue it was von Gunther until she was reformed and became an Amazon. In the 1968 revamp it was Dr. Cyber.

It's Circe. Her writers all know this yet editorial seems to refuse to recognize it. Maybe it's just because they don't own the concept of Circe, maybe it's because she wasn't in Super Friends or the 70's show, but if you've read post-Crisis Wonder Woman, she absolutely is her arch-nemesis, even in Priest's two two-issue runs he understood this.

I just finished everything before the N52 so things may change:

My all time favorites are Cheetah and Giganta, they both have that vibe many popular antagonists have which really makes them likeable in every run.

Too bad most of her other villains are hit or miss. Depending on the run or the artists they are better or worse. Even Ares suffers from this, sometimes he is just there to have a big bad who bosses the smallest enemies around, sometimes he actually does something. Circe was promising first but she became a saturday morning cartoon villain, she just does some magic, then it doesn't work then she just teleports away.

I really like Dr Psycho and I thought Cyber can be something interesting eventually but it didn't really work out. Angle Man is my other secret favorite but he was better as a con man, the angler weapon I could never really get used to.

Silver Swan had a very good background in a female oriented comic like WW but they never really could do anything with her except turning Vanessa into her (which was great imho).
