I would argue for Under the Red Hood Joker being higher than Wildcard Joker, if only for the interview with Black Mask and "reunion" scenes. Again though, this is looking at recent adaptations. There were a couple good episodes with Joker, though. The one where he impersonates Batman, for instance. Or the first season finale with the whole Clayface thing (making works of art look like himself is such a Joker thing to do, the comics need to remember his fun, narcissistic side, instead of just making his entire thing "I'M BATMAN'S WORST GUY BECAUSE I HURT HIS LOVED ONES LOL").

THIS so much. It didn't help that they would use supervillains consistently in place of "regular" criminals, so you constantly saw them even in unrelated episodes like Wrath & Scorn's or the one with the Lock-Up wannabe. BTAS had a better balance of letting the villains appear often enough even when they're not on the loose, but still using ordinary gangsters for throwaway action scenes so you never got tired of seeing supervillains.

If I had to guess, I'd say it's the visual design (he looks like a lazy 20-something cosplayer) voice (Bret Spiner sounds shockingly bad, almost as though they just grabbed his first takes) and overall characterization (there's no feel of chaos or menace; fucking Sportsmaster is a more intimidating figure).
