Hal was closer, as was Guy (the only reason the ring went to Hal over Guy was already that Hal was closer at the time). The other reason is that while Superman can and has wielded a green ring with at least adequate skill, he probably matches better to Hope. I was always surprised that the Hope entity didn't go running for Superman.

Because going out to look for threats before they happen has always been an effective way of stopping problems, right? That's why there's virtually no crime in areas with aggressive police presence and the US military simply stopped all the threats from terrorist organizations before they could attack and went home, right? If Superman went out into space to go kick Mongul's ass and bust up his empire, you could set your watch by how fast Mongal, Mongul Jr., Despero, Kanjar-Ro, or any of his earth-based foes would show up to fuck up everything.

Yes. Hal technically has more willpower for the ring than Clark does. Hal is shit with other emotions though for obvious reasons.
I think it'd be pretty hard to deny that Superman massively leans towards hope in one sense or another.
