I don't think it has a name but it borrows a lot from Ralph Bakshi's 70's stuff (badly), also it's making fun of the heavy metal movie, and which heavily used rotoscoping, not bad in and of it's self, but like anything there's a right way and a wrong way to use it.
Why is rotoscoping not a thing anymore? It has such a cool, fluid style to it.

You can still roto in digital animation, and the 3d equivalent of motion capture is quite common. Roto isn't even a rare effect in film and Tv. When roto is done right in 2d animation it isn't that noticeable, a lot of the old Disney classics use roto all over the place but you can't pick it out because the old pros knew how to use reference materials with out fucking up Thier work. That smooth look your taking about when it's over done it looks floaty like everything's underwater and then it's just lazy shit animation.
