You could swap Mercy with any random bodyguard and most scenes would play out the same. She's not as memorable for that reason.

There are plenty of ways you can make "regular clothes" be iconic. Maybe just something with more of a color contrast.

As far as her relationship with Lex goes, you would need to consider what both of them would gain from working with each other. If Lex is so smart and rich, then why does he NEED her? Could it be for sentimental reasons? However, the Joker doesn't NEED Harley, so Lex doesn't Necessarily need Mercy. In that case, would Mercy put up with all of Lex's bullshit simply because the job pays really well? Would that be enough motivation for a sane person?

There's a lot of angles you can experiment with, but just because you give her a name, that doesn't make her different from any other of the hired goons.

Because back when S:TAS originally aired she had, like, one episode that TRIED to focus on her and it was painfully mediocre. They were fleeing from Brainiac, then Luthor abandoned her, then she still stayed loyal to him. This could've been great but wasn't executed very well, partially because S:TAS rarely relied on impactful dialogue to help carry the story (unlike B:TAS), thus, it didn't convey nearly as much emotion.
Probably the same for Livewire, tho in her case they at least knew what they were doing and nobody was trying to make her a sympathetic character to begin with (outside of DCAU comics). Harley just so happened to be a mix of randumb wacky and muh sympathetic abused womyn.

IF they decided to make either a good DC Animated movie or an DCWverse meeting of Supergirl's Clark, the TNT (or wherever he lands) Knighting (assuming they can't use Batgod on TV), and presumably a stand-in for Donna or Cassie from three different Earth's meeting, they could adapt Wagner's Trinity (with Bruce, Diana and Clark if we're talking WB Animation) mini and use Mercy as the Amazon used by Ra's and have Luthor eventually hire her.

Obviously, Mercy (like Jimmy) was just cannon fodder for Zach in the DCEU.
