The show is filming in Atlanta as opposed to Canada where the others take place. It is the same deal as when Supergirl filmed in LA.

Finally! Now it makes more sense to me.
Also BL is a retired hero in the show who is now working as a school principal. Arrowverse is kind of keen on the point that Oliver was the first real hero/vigilante and set everyone else in motion(ignoring the JSA back in World War 2 of course), having a retired hero would mess with their timeline.
I'm hoping that they find a way to put him into a crossover with Flash or Supergirl, it could be kind of nice to see Supergirl working outside of the Arrow/Flash universe. I was kind of hoping that BL would be set in the Supergirl-verse just so that they could have some recurring characters swapping around a bit to expand their roster a bit but if they're filming on opposite sides of the continent I can understand why that isn't the case.
